Fire Hydrant

Drove by this fire hydrant yesterday on the way to work. It struck me as very unusual that it was turned on. Gallons and gallons of water were shooting into the street. It was still on when I drove home from work last night. The water was so high in the street that people had to significantly slow to down to get through it. Then this morning the fire hydrant was turned off and all the water was gone. Weird. I just want to know why it was on in the first place.

I've heard two different reasons for this, aside from, "Oops, it's broken!" 1) Workers open fire hydrants down the line from a repair in order to get the air trapped in the pipes out and flush the repaired section; and 2) flushing of hydrants is done by both the city and the fire department to test the water pressure and to clear the lines. But from morning to evening? Good grief, that's a lot of lost water.
